The division conducts training of library staff in methods of working with computer equipment and the rules of its operation. It adapts new software designed for use as part of the workstation of library workers, readers and consumers of information. It also implements new information technologies of library work. The reading hall of electronic information provides an opportunity to use the databases of the electronic catalog and card indexes of RSREU, electronic library systems IPRBOOKS, “Lan” and the University Electronic Library. In total, there is access to more than 158,000 full-text electronic documents. The division allows access to the Internet, as well as the opportunity to create, edit, scan and print documents.

The provision of medical assistance to foreign citizens on the territory of the Russian Federation is carried out in accordance with the legislation of the Russian Federation.

Emergency medical care for foreign citizens is provided free of charge and without delay.

Planned medical care for foreign citizens is provided on a paid basis.

The official language for filling medical documentation sent from the Russian Federation to another state is Russian.

When a foreign citizen enters the University for training, he must acquire a medical insurance with accreditation in the Russian Federation.

Medical insurance must be issued in Russian or translated into Russian language with notarization.

Foreign citizens can buy medical insurance (6000 rubles per year), which will give them the opportunity to receive quality medical services.

RSREU Intellectual Games Club is a large association of students, employees and graduates of the University. The activities of the Club are aimed at promoting intellectual games in the university, broadening their horizons and being an entertaining form of leisure. More than 100 various intellectual events are held every year.

The international activity of Ryazan State Radio Engineering University named after V.F. Utkin is a special kind of activity focused on the internationalization, diversification of education and science and the integration of the University into the world educational space.

By the Order of RSREU Rector Institute of International activity was founded in 2013. Since September 1, 2024 the Institute was transformed into Centre of International Activity. It consists of International Communications Department and International Students Department.

International activities are carried out in two directions:

- Meeting the needs of the university in the field of attracting international organizations and providing the university with international contacts;

- Methodological and migration support of foreign citizens studying at RSREU, as well as their socio-cultural adaptation.

The University expands its international contacts, enters into cooperation agreements with the following foreign universities and organizations: L.N. Gumilyov Eurasian National University (Republic of Kazakhstan), Belarusian National Technical University (Republic of Belarus), LLC Automotive Lighting (Czech Republic), Embassy of France in the Russian Federation (French Republic), University of Žilina (Slovak Republic), Wuhan University (People’s Republic of China), etc.

Students from 30 countries, including Azerbaijan, Algeria, Angola, Belarus, Vietnam, Ghana, Cameroon, Kazakhstan, Congo, Cote d’Ivoire, Kingdom of Eswatini, Morocco, Moldova, Nigeria, Tajikistan, Turkmenistan, Uzbekistan are enrolled at the University.

The Pre-University Course for foreign students are provided with Engineering, Science and Economics directions. Special emphasis is placed on studying Russian as a foreign language for professional and day-to-day communication. Period of study at the Pre-University Course is 12 months from September to August.

The University is visited by representatives of various foreign delegations, some of them for the purpose of conducting lectures and educational and methodological seminars for students and staff of RSREU.

International scientific cooperation is supported through the participation of teachers and staff of RSREU in international seminars and conferences in France, Italy, Germany, Japan, China, Israel, England, the USA, Poland, Czech Republic, Spain, Finland, etc.

Ryazan State Radio Engineering University named after V.F. Utkin (up to 1993 – Ryazan State Radio Engineering Institute) was founded in 1951. It is located in Ryazan, 180 km south-east from Moscow. The town has a rich history and is famous for its cultural traditions. The University ranks high among the leading educational institutions in Russia. It is currently attended by more than 6,000 students. RSREU named after V.F. Utkin is a large specialized academic and research center.

The main goal of International Communications Department is to actively promote the University in the international educational space and strengthen the status of RSREU in the world academic arena.
