The Chair of the State and Municipal Management and Economic Theory

The Chair of the State and Municipal Management and Economic Theory was formed in 1991 on the basis of political economy chair. Since 1993 the chair became letting out (a speciality 080504 "the State and municipal management"). On the chair the following programs are realised: 1. Experts in a speciality «the State and Municipal Management». Upon termination of training qualification "manager" is appropriated. 2. Masters in the direction "Economy". Upon termination of training qualification «the master of economy» is appropriated. 3. Bachelors in the direction "Economy". Upon termination of training qualification «the bachelor of economy» is appropriated. Now the chair prepares for licensing following programs: the program on Master degree in the direction «the State and Municipal Management»; the program of preparation of bachelors in the direction «the State and Municipal Management».

On the basis of the incomplete higher or higher education reception of the second higher education on a speciality «the State and Municipal Management» is possible. Training term: under the evening form - 3 years, on correspondence - 3,5 years. Upon termination of training to the diploma experts qualification "manager" is appropriated. Now on the basis of chair courses of improvement of qualification are spent: "Management of production purchases (the goods, works, services) for the state and municipal needs" - the head the program prof. Perfilev S.V.; «the State and municipal management» - the head the program prof. Perfilev S.V.; «Tax consultation» - the head the program к.т.н., the senior lecturer Esakov M. M; «Taxes and the taxation» - the head of the program the senior lecturer Lokteeva G. E. Curricula of all programs provide solid base preparation on economy, management, the right, information technologies in management, the mathematician, computer facilities, history, political science, sociology and foreign language. All kinds of practice, including predegree, trained pass in the Ryazan regional Duma, the Government of the Ryazan region, Administration of Ryazan city, federal structures controls in region and other local administrations, other state and municipal organizations. In the course of training for carrying out of employment experts-experts from authorities, the industrial and financial organizations are actively involved. The areaof professional work of graduates is maintenance of efficient control with the organization, participation in the organization and functioning of systems of the state and municipal management, management perfection by territorial social and economic systems. Level of their vocational training allows graduates to work on a specialty in the state and municipal bodies, and also in any economic structures operating both in the Ryazan area, and in other subjects of the Russian Federation.

The educational laboratory of chair of SMMET 424 provides the laboratory of computer and information technologies equipped with the personal computer, the necessary software, with exit possibility in Internet and internal network RSRTU, with access to legal systems "Guarantors" and "Adviser-plus" a multimedia projector, an interactive board and other office equipment; Software products (the complete set of interactive laboratory practical works of training apparatus "Micro-economics" a software "Mentor", an analytical platform "Deductor" for effective business of decisions, software product "Proejct-Expert" and 1С:Organozation, programs PTV VISION VISUM/VISSIM - for imitating modelling of transport system on macro-and microlevel other) are got On chair SMMET is developed more than 40 author's software products which are used for carrying out of laboratory works and for scientific researches. The chair material resources are actively used by students and teachers in educational-methodical and scientific work. he chair co-operates with many enterprises and the organizations. Among partners of chair is more detailed: the Government of the Ryazan area; Administration of Ryazan city; the Ryazan Municipal Duma; the State university - the economy Higher school; the State university of management; Academy of national economy at the Government of the Russian Federation; Laboratory of technology and the analysis of data BaseGroup Labs; the Center of applied economy; the Moscow aviation institute; Technical university of Kaiserslautern Germany; the Kolomna institute (branch) SEF «the Moscow State Open University»; the Territorial administration of Federal agency on management of the state property on the Ryazan area. the Moscow state institute of the international relations (University) of the Ministry for Foreign Affairs of the Russian federation. On chair are created and work the nachno-educational centre «Transport problems» (the director-senior lecture Fedotov N.I.), the Center of the European Researches (the supervisor of studies ,senior Lecture Trykanova S.A.). In2009 the chair was included into the Institute of the State and Municipal Management created at RSRU(the director - prof. Perfilev S.V.).

Chair «the State and municipal management and the economic theory», and also the Center «Transport problems» and the Center of the European Researches, chair of "Jurisprudence" ( supervisor prof. Marukov A.F.) are in the Institute SMM structure included. The chair has highly skilled teachers as ( 25 persons, 3 Dr.s of sciences, the professor, 14 candidates of Sciences, senior lecturers, 4 senior teachers, 3 assistants). Now on the chair are 9 post-graduate students and 4 competitors are trained. Supervisor of the chair - professor Perfilyev Sergey Valerevich.

The history of the University

At the beginning of 1950s the government of the USSR set the task of creating one of the centers for the development of radio electronics and instrument making in Ryazan. At the same time under the order of the Government No. 5389-2346 as of the 28th of December in Ryazan «Radio Engineering Institute» was created for engineer training in the sphere of radio engineering for radiolocation and electrovacuum industry for 5-year term and with the admission of 315 students to the institute in 1952-1953 academic year.

Further in 1993 the Institute was renamed in Ryazan State Radio Engineering Academy, and in March, 2006 - in Ryazan State Radio Engineering University. Now it is called Ryazan State Radio Engineering University named after V.F. Utkin.

For 60 years, the University was led by:

  • K.A. Sapozhkov (1951-1956);
  • I.S. Kovalev (1956-1962);
  • G.N. Ponikorovsky (1962-1970);
  • V.I. Popovkin (1971-1983);
  • V.K. Zlobin (1983-2007);
  • V.S. Gurov (2007-2017).

The first rector (then the director) of the Institute - K.A. Sapozhkov - the graduate of the Leningrad electrotechnical institute (LETI) postgraduate study. Over the years of its work the following were put in commission:

-         the first academic building on Yamskya Street (now Tsyolkovskogo Street);

-         student hostel No.1;

-         beginning of the construction of the main academic building;

-         organization of the first faculties, departments, laboratories.

Teachers came to Ryazan from all over the country - Ural, Donetsk, Penza, Kazan, but the main membership of the staff of the RREI teachers was graduated from the Leningrad electrotechnical institute of V.I. Lenin (LETI). There were the first three rectors of Institute among them.

Within 60 years of the University existence about 60 thousand experts for various industries who were sent to work at enterprises, institutions and organizations, generally to the central part of Russia, were prepared. Many of them made a significant contribution to the creation of several generations of domestic radio-electronic equipment, became heads of enterprises, research and development institutes, design bureaus, educational institutions, scientists, public figures and statesmen. Its graduates made a basis of the engineering foundation of the largest enterprises of the electro- and radio engineering profile in the region.

Now the total number of employees of the University is 1420 people. About 6900 students and about 185 postgraduate and doctoral students, including students from the far-abroad and neighboring countries study in the University.

Training of specialists, masters and bachelors in 78 educational directions or specialties is carried out at 5 faculties of the full-time courses (annual admission of students on budgetary basis is more than 900 people), extramural courses and humanitarian institute. Training is carried out according to the multilevel scheme "bachelor - specialist - master" in all specialties. A military training center, which trains reserve officers and contract soldiers, was founded. The University has successfully passed the selection for the next term until 2013 for the right to train managerial personnel for the national economy of the country under the President's program (the quota of the Ryazan region is 40 people per year). By the decision of the Ministry of Regional Development, the university has become a leading methodological center in the region for the retraining of state and municipal employees. In 2009 the Institute of State and Municipal Administration was established as part of the Faculty of Engineering and Economics. About 680 students study annually at two faculties of the Institute of Continuing Professional Education. At the University there is a possibility to get a second higher education on a commercial basis.

In the 90s, the creation of the University corporate computer network and university e-mail was completed. University web-site, center of on-line learning, having the license software, and electronic training courses on natural-science disciplines were organized.

The University has 3 academic buildings with a total area of 39881 sq.m., 5 students hostels,  first-aid station, preventorium, canteen, stadium, sports and recreation camp «Zeleniy Bor», swimming pool «Radiovolna» and other social facilities.

The human sciences University

The human sciences University was created in 2010 under the order of the Rector that on the basic of the decision of the academic council of the University. The Institute includes professional departments that realize disciplines of humanitarian and social economic (HSE) cycle at all specialties of RSREU: national history, philosophy, political science, cultural studies, history of culture, legal disciplines, etc. The main goal of its creation is training of top-qualification staff in order to satisfy needs of science and sphere of public management in experts of social and humanitarian fields.

The human science Institute is a structural subdivision of RSREU in which humanitarian training directions within the framework of classical University’s programs, centers of fundamental humanitarian problems and development of applied humanitarian technologies researches are concentrated. Today there are three professional departments in the structure of the Institute : history and philosophy, political and social sciences, legal science, along with the Center of social theory and management and Interacademic centre of economic history of Priokskiy region. The teachers of professional departments successfully realize training according the directions «social work», «and public relations», «human resource management». In the process of specialists training special attention is paid to the close integration of scientific and academic work.

Priority tasks of the University are:

  • optimization and improvement of the quality of social-humanitarian training of RSREU students;
  • coordination of personnel departments efforts on framing strategy of social-humanitarian disciplines teaching in conditions of higher school reforming and upgrading of training technology;
  • strengthening and coordination of educational and ideological influence of social and humanitarian disciplines;
  • consecutive realization of educational and ideological potential of social-humanitarian education at all its stages;
  • rendering of methodical assistance to educational and ideological structures of RSREU, creating of programs on popularization of humanitarian knowledge among the student youth;
  • development of innovation means of diagnostic and control of knowledge and skills of students, rating system of knowledge evaluation, independent work and other modern methods of humanitarian education;
  • development of bachelor programs and master training in the sphere of socially-humanitarian disciplines, supposing shaping of methodical and world-view culture of future specialists, research skills,  ideals of responsibility for obtained research results;
  • organization of student workshops, symposiums, colloquium, teacher conferences on acquaintance, development and adoption of up-to-date educational technologies in teaching process.

 

The priority principles of the Institute work are the highest possible interdisciplinary, earlier introducing of students into professional activity, the absolute openness for partnership both with Russian humanitarian colleagues, and foreign Universities, funds and research centers, working in relate fields, as well as with institution, enterprises, organizations of the town, region and country, that realize availability and principle stand of humanitarian technologies in the whole and in the modern society.
