TO THE RULES OF STAY IN THE TERRITORY OF THE RUSSIAN FEDERATION FOR FOREIGN CITIZENS STUDING AT RYAZAN STATE RADIO ENGINEERING UNIVERSITY (RSREU)

MIGRATION REGISTRATION

Upon arrival in Russia, a foreign citizen is required to register for migration at the place of stay within 7 working days from the date of arrival. To do this, he/she must contact his/her receiving party in the Russian Federation within 3 work days, namely International Students Department at the address: room 304, 3rd floor, 59/1, Gagarina St., Ryazan and submit the following documents:

a valid identity document (passport/ID);

migration card with an entry stamp made by the Russian border control authority;

visa (if available).

Foreign citizens who do not submit the necessary documents for migration registration within the specified time frame or who provide fraudulent information or forged documents face 5 000 rubles fine with administrative expulsion from the Russian Federation.

ATTENTION!

A foreign citizen must notify the University about all movements outside of Ryazan territory not later than 7 work days before the intended departure in writing.

An employee of International Students Department responsible for passport and visa support is obliged to hand over to a foreign citizen the tear-off part of the Notification on Arrival in the Russian Federation with a stamp from Directorate for Migration Affairs of Ministry of Internal Affairs of Russia about his/her registration with migration authorities at the place of stay (temporary registration).

A foreign citizen ALWAYS must have:

a valid identity document (passport/ID);

migration card;

tear-off part of the Notification on Arrival in the Russian Federation with a stamp from Directorate for Migration Affairs of Ministry of Internal Affairs of Russia (temporary registration) during the entire permitted period of stay in the Russian Federation;

You ALWAYS MUST show these documents during police migration checks along with your passport.

The lack of documents for the right to stay (reside) in the Russian Federation entails the imposition of an administrative fine on a foreign citizen in the amount of 5 000 rubles with administrative expulsion from the Russian Federation.

If there is any change in the personal information of a foreign citizen (receiving a new passport, changing the place of actual residence, surname, first name, contact phone number or changing the migration status (obtaining a temporary residence permit, residence permit or passport of a citizen of the Russian Federation)) within 2 work days he/she is obliged to notify International Students Department about this.

In the case of loss (damage) of the tear-off part of the Notification on Arrival (registration) by a foreign citizen, he/she must, within 2 work days, notify International Students Department, which has registered him/her for migration, with a passport and an application for a duplicate of the tear-off part.

The period of temporary stay in the Russian Federation of a foreign citizen shall be extended until the end of his/her study. The migration card must be returned at the checkpoint across the State Border of the Russian Federation when a foreign citizen leaves the Russian Federation. In this regard, when re-entering Russia, a foreign citizen must undergo the entire migration registration procedure again by contacting the employee responsible for passport and visa support of International Students Department within 2 work days.

EXTENSION OF TEMPORARY STAY IN THE RUSSIAN FEDERATION

The period of stay in the Russian Federation for foreign citizens arriving upon visa is established by the validity period of the visa. A foreign citizen is obliged to leave the Russian Federation upon expiration of the visa unless at that time he/she has received a new visa or has not extended the validity of the current one. To obtain a multiple-entry visa and its subsequent extension, a foreign citizen 45 days before the expiration of the current visa must submit to International Students Department:

  • copies of all pages of a valid passport;

  • copy of a valid visa;

  • copy of the migration card;

  • 1 photo (3x4);

  • tear-off part of the Notification on Arrival (registration);

  • receipt of the state duty payment in the established amount (1920 rubles).

Extension of the period of stay in the Russian Federation for a foreign citizen can only be permitted by Directorate for Migration Affairs of Ministry of Internal Affairs of the Russian Federation within the period established by law.

Evasion from leaving the Russian Federation after the expiration of the period of stay entails the imposition of an administrative fine on a foreign citizen in the amount of 5 000 rubles with administrative expulsion from the Russian Federation.

HEALTH INSURANCE

A foreign citizen is not allowed to enter the territory of Russia if he/she has not provided a health insurance policy valid on the territory of the Russian Federation. The absence of a medical insurance policy valid on the territory of the Russian Federation by a foreign citizen (or stateless person) constitutes an administrative offense under Part 1 of Article 18.8 of the Code of Administrative Offenses of the Russian Federation - violation of the rules of entry to the Russian Federation.

If a foreign citizen does not have a medical insurance policy, he/she is obliged to immediately apply for one in insurance companies operating in Russia. A list of such companies can be found on the Internet.

 

NB! Please note that insurance applies to cases that occurred no earlier than 15 days after the conclusion of the voluntary health insurance agreement.

CARRYING OUT OF LABOUR ACTIVITY

Foreign citizens have the right to carry out labor activity on the territory of the Russian Federation only on the basis of permits issued by Directorate for Migration Affairs of Ministry of Internal Affairs.

Illegal labour activity by a foreign citizen in the Russian Federation entails the imposition of an administrative fine in the amount of 5 000 rubles with administrative expulsion from the Russian Federation.

 

ATTENTION!

REGISTRATION CAN BE ISSUES ONLY AT THE ACTUAL RESIDENCE ADDRESS OF A FOREIGN CITIZEN!

 

When moving within the territory of the Russian Federation, a foreign citizen is also required to register for migration at the place of stay in a constituent entity of the Russian Federation (in a hotel, hostel, sanatorium, camping, hospital, flat, house, dormitory, etc.), if the duration of his/her intended stay is more than 7 work days, with simultaneous removal from migration registration at the previous address. Upon arrival, a foreign citizen residing at RSREU must, within 1 work day, submit documents to International Students Department for migration re-registration.

Foreign citizens must comply with the rules of studying at the University and the rules of living in the University dormitories on an equal basis as students-citizens of the Russian Federation.

RESPONSIBILITY OF FOREIGN CITIZENS

Foreign citizens enjoy rights on the territory of the Russian Federation, perform duties and are subject to administrative and criminal liability on an equal basis as citizens of the Russian Federation.

In particular, administrative and criminal liability is provided for the following offenses:

  • Petty hooliganism is a violation of public order, accompanied by obscene abuse, insulting harassment of citizens, destruction or damage to someone else’s property;

  • violation of fire safety requirements, resulting in a fire and destruction or damage to someone else’s property or harm to human health;

  • drinking alcoholic beverages and appearing on the streets, stadiums, squares and parks, in public vehicles, and in other public places while intoxicated;

  • consumption of narcotic drugs, psychotropic or other intoxicating substances without a doctor’s prescription.

Foreign citizens who arrived in the Russian Federation in violation of the established procedure for crossing the state border of the Russian Federation, who did not register at their place of stay in a timely manner, who evaded leaving the Russian Federation after the end of the permitted period of stay in the Russian Federation, who carried out illegal labor activities as well as who reported inaccurate or false information about themselves during migration registration, according to Article 25.10 of the Federal Law “On the procedure for leaving the Russian Federation and entering the Russian Federation” of August 15, 1996 No. 114-FZ, is illegally located on the territory of the Russian Federation and bears PERSONAL liability in accordance with the legislation of the Russian Federation. The liability of such foreign citizens and stateless persons as well as the receiving party that has not fulfilled the obligations imposed by law to receive foreign citizens is established by the Code of Administrative Offenses of the Russian Federation.

Article 18.8.1 of the Code of Administrative Offenses of the Russian Federation: violation by a foreign citizen of the regime of stay on the territory of the Russian Federation, expressed in violation of the rules of entry to the Russian Federation, rules of migration registration, lack of documents for the right to stay (reside) in the Russian Federation, evasion from leaving the Russian Federation after expiration of a certain period of stay, entails the imposition of an administrative fine on a foreign citizen in the amount of two to five thousand rubles with or without administrative expulsion from the Russian Federation.

Article 18.8.2 of the Code of Administrative Offenses of the Russian Federation: violation by a foreign citizen of the rules of entry to the Russian Federation or the regime of stay on the territory of the Russian Federation, expressed in non-compliance with the stated purpose of entry to the Russian Federation, activity or occupation actually carried out during the period of stay (residence) in the Russian Federation, entails the imposition of an administrative fine for a foreign citizen in the amount of two to five thousand rubles with or without administrative expulsion from the Russian Federation.

Article 18.10 of the Code of Administrative Offenses of the Russian Federation: illegal labour activity by a foreign citizen or a stateless person in the Russian Federation entails the imposition of an administrative fine on a foreign citizen in the amount of two to five thousand rubles with or without administrative expulsion from the Russian Federation.

Article 19.27.1 of the Code of Administrative Offenses of the Russian Federation: the provision of fraudulent information or forged documents by a foreign citizen or stateless person during migration registration shall entail the imposition of an administrative fine in the amount of two to five thousand rubles with or without administrative expulsion from the Russian Federation.

 

 

 

 

Vocal studio “We are the team”

This is the only vocal group at our University, created in 2018. Despite its youth, the group has become recognizable in the creative environment far beyond the University. The bright numbers of the group are marked at the regional level. “We are the team” is a multiple prize-winner of the “Student Spring” festival and winner of the regional competition of freshmen creativity “Hello! We are looking for talents”.

Volunteer Group “Science Volunteers”

Scientific and educational volunteering at the Ryazan State Radio Engineering University has existed since 2015.

Its formation and development was preceded by repeated trips of teachers, graduate students and students of the university, representatives of the scientific, managerial and business communities of Ryazan to international conferences in Moscow, St. Petersburg and other scientific centers; organization of collective trips to international Forums held at the venues of the Institute of Economics and Central Economics and Mathematics Institute of Russian Academy of Sciences, Moscow State University named after M.V. Lomonosov, invitations to the annual international C (MSMU) in Sochi, where students of Engineering and Economics Faculty and other faculties of RSREU, making scientific reports, became winners and prize-winners of the forums.

We are writing the history of the university.

The first edition of the newspaper "Radist" was released on March 16, 1959.

To have an information source was the demand of that time - in the sixties there was booming of radio electronics. Need in qualified personnel contributed to the development of new professions and search of perspective scientific directions.

Interesting and creative youth appeared in the student community as the old mentions editions of the early 60's are telling.

Versatile talent of student correspondents surprises.

From that moment, the United Student Correspondents commenced its activities, and the generation of young journalists has grown in the editorial office.

For some people, journalism has grown from a hobby into a profession for the whole life.

There are many current managers of production, directors of enterprises and bankers among the former graduates-correspondent of the newspaper "Radist".

George Sytnik, a student photojournalist received the award from V.V. Putin – a medal " Merit for the Fatherland" for his work in the global hot spots as the operator of the Central Television.

" V.K. Markov general Director of "Mezhregiongaz" V.K. Markov, professor A.N. Pylkin dean of the Faculty of Computer Science, special correspondent of the first channel of the Central Television Olesya Bondareva, now chief editor of the major magazine issue, director of the Institute of Advertising Dmitriy Pivtsaev (a graduate from the Faculty of Automation and Information Technology in the Management), the heads of security structures and many others were student - reporters.

The chronicle of all the events that have passed for half a century, is reflected in the pages of the newspaper, so it is possible to trace the history of the University.

The newspaper celebrated 50 years, in 16 March 2009. And during this time, there were also a lot of remarkable events.

"Radist" was repeatedly awarded by the local and regional journalism competitions, the newspaper was awarded by the Grand Prix Russian Union of Journalists for participation in the competition of high school of the Russian media in 1991.

The editorial board awarded by the Diploma of the Ministry of Education of the Russian Federation for productive work and letters of the Governor and Government of the region, as well as a coffee set for the student journalists.

At the round table of the editorial office, which always lively and interesting, with a cup of coffe set many topical projects will be born. And now there is an interesting creative team at the office.

Full owners of the newspaper began its "veterans" - student reporters - Maria Smolyarova, Vyacheslav Fokin, Alexandra Grechina , Ilya Ermakov, Maria Vanyukova.

We want to wish good luck on the journalistic career to beginners - Olga Panicheva, Vladimir Sverdlov, Nadezhda Morozova , Elena Tolochanova, Kirill Nemakin and others.

We were the first!

At the beginning of 1952 we learned that in accordance with the decree of the government the Radio Engineering University was organized. This news was taken in with great interest, especially among the youth. The Institute gave the opportunity to get higher education in new fields of engineering with the perspective of an interesting and creative job. At this time the construction of electronic devices and accounting machines factories were coming to the end. On the basis of woodworking factory radioengineering was organized. The construction of radio and oil-refining factories was planned.

Soon the intake of first year students on three directions: radioengineering, electric instrument, electro vacuum engineering was announced. On August 1, by the beginning of the exams there was a competition for applications - about three people per place. Among the university applicants were participants of the Great Patriotic War, generally citizens of Ryazan and the region. The entrance examination requirements were high. The math exam was the most difficult.

On September 1, the first academic year in the new Ryazan Radio Engineering University began. 300 hundred students got down to classes. The unfinished building of the construction technical school on the Yamskaya Street (now Tsyolkovskogo Street) and two-floors buiding on vocational school on Proletarskaya Street (now Kudryavzeva Street) were adapted for educational buildings. In the gymnasium of this vocational school a student hostel was placed. In the teaching staff, small at first, there were generally associate professors and young assistants, coming from Leningrad and Moscow. Many of them worked with great passion, creativeness. They essentially organized the studying process from scratch, created laboratories including new directions of radio engineering and technology. For it there were facilities to get a lot of new equipment both domestic and imported. The students who had working experience took part in the preparation of laboratories.

We think of our first teachers with cordiality and appreciation. Among them were the rector K. A. Sapozhkov, vice rector P. N. Goryunov, deans B. I. Bragin, Y. M. Korshunov, S. A. Suslov, teachers A. A. Drugov, V. A. Volgov, B. I. Kushev, V. A. Chikin, N. G. Svalov, I. K. Anisimov, V. K. Telezkin.

Students took the learning seriously. They didn’t miss classes without reasonable excuse. Any of them got a hunger for knowledge and desire to stand the pace. Unselfish and welcoming mutual help was a standard of relationship. Some difficulties in the studying process emerged because of the fact that we didn’t have food senior courses, their experience, traditions, examples of theses, projects and home works. We had to reach much on our own. Despite this fact, we studied not bad, and some our works in the future found itself useful to younger colleagues.

From the first days we began to create public organizations, that basically consisted of students. Practically everything was for the first time: student scientific and engineering conference, radio center equipment, film and photo clubs, trips to collective farms.

There were already projects of new buildings: main academic building and hostels. We saw them in drawings, and in October, 1952 "the first stone" of the main academic building was laid. Students took the most direct part in the construction. During the summer vacations everyone was working at the building area for a month. But for various reasons the construction was tightened and so it was impossible for us to study in the main academic building. It was still not finished. Half a century passed, and memories of student life are still alive in memory. I remember, how we went to military training to Zagorsk, and the first head of the military department Vorobyev by all means decided us to send to caves, as in military years though it was possible to reach the place by a usual civil train. I remember, with what enthusiasm the stadium was built, we dug trenches under the groundwork and a water supply system of a new building of the institute. All of us were surprised to diligence and organizing abilities of our classmate Nina Semenova and tried to work with feelings.

All of us had a great respect to our rector Konstantin Andreevich Sapozhkov. Graduated from the institute, we presented him a gold watch for memory. Unfortunately, in the regional committee he was given an admonition for it. Konstantin Andreevich was persistently striving for the fastest finishing of the institute building construction, criticized quite often regional management that didn't render active support. And, of course, it caused negative reaction of the administration. Soon he was transferred to Penza. When I visited this town, I certainly met with Konstantin Andreevich, and he told warmly about our university staff, he knew almost everyone by sight and greeted everyone with respect. For him our university was like a child, of which he was very proud.

And I also want to mark, that communicating with our first teachers gave us a lesson for life. They belonged to the true intelligentsia, who transferred the best traditions of the Leningrad universities to us in Ryazan. By the way, still the enumeration of groups in RSREU of the Leningrad system remained. And they imparted to us patriotism feelings and pride of our university. On distribution, and I as the A level student was distributed by the first, I was offered prestigious work on one of the enterprises, in addition to this, shortly the apartment on the Pervomaiskiy avenue in elite houses at that time. But A.A.Drugov began to persuade me to stay on the department as the assistant. And I stayed. A teacher’s job was considered to be honorable at that time. Besides I just settled to a marry life, and a room in an the institute hostel for us seemed paradise.

After the successful defend of the graduation works in 1957 young engineers on distribution came to the radio engineering enterprises of Ryazan, went to Moscow, Yaroslavl, Voronezh, Izhevsk, Berdsk, Kyshtym, Aleksandrov. During the time of work our first graduates became the highly qualified experts, many were awarded by the state. Some of them became scientists, university teachers. Among them professor A.I.Bobikov, L.I.Zakharyashchev, Yu.V.Kiselev, L.P. Korichnev who work at our university.
