À PROPOS DES RÈGLES DE SÉJOUR SUR LE TERRITOIRE

DE LA FÉDÉRATION DE RUSSIE

CITOYENS ÉTRANGERS À TITRE D’ÉTUDIANT À L'UNIVERSITÉ RADIOTECHNIQUE D'ÉTAT DE RYAZAN NOMMÉE

D'APRÈS V.F. OUTKINE (RSREU)

 

ENREGISTREMENT DE MIGRATION

À son arrivée en Russie, un citoyen étranger est obligé de s'enregistrer auprès des services de migration sur le lieu de séjour durant les 7 jours ouvrables à compter de la date d'arrivée. Pour cela, il doit contacter dans un délai de 3 jours ouvrables la partie d'accueil qui le reçoit en Fédération de Russie, c’est-à-dire au Département des étudiants étrangers situé à l’adresse suivante: Riazan, rue Gagarine 59/1, 3ème étage, salle 304 et présenter les papiers suivants:

• document valide prouvant son identité (passeport/carte d'identité);

• carte de migration portant une marque de l'autorité de contrôle des frontières concernant l'entrée dans la Fédération de Russie;

• visa (si disponible).

Les citoyens étrangers qui ne présentent pas les papiers nécessaires à l'enregistrement de migration dans le délai imparti ou qui fournissent sciemment de fausses informations ou de faux documents sont soumis à une amende de 5 000 roubles avec expulsion administrative de la Fédération de Russie.

ATTENTION!

Un citoyen étranger doit informer par écrit l'Université de tous les mouvements en dehors de la ville de Riazan 7 jours ouvrables avant le départ prévu.

Un employé du département des étudiants étrangers chargé de l'assistance aux passeports et aux visas est tenu de remettre au citoyen étranger la partie détachable de la notification d'arrivée dans la Fédération de Russie avec une note du Département des migrations du Ministère des Affaires Intérieures de la Russie concernant son enregistrement auprès des autorités chargées des migrations du lieu de séjour (enregistrement temporaire).

Un citoyen étranger doit TOUJOURS avoir avec lui:

• document prouvant son identité (passeport/carte d'identité);

• carte de migration;

• partie détachable de la notification d'arrivée dans la Fédération de Russie avec une marque du Département des migrations du Ministère des Affaires Intérieures de la Russie concernant l'enregistrement de migration pendant toute la période de séjour autorisée dans la Fédération de Russie (enregistrement temporaire);

présenter des documents aux policiers lors du contrôle du régime de séjour dans la Fédération de Russie avec le passeport. L'absence de documents donnant le droit de séjourner (résider) dans la Fédération de Russie entraîne l'imposition d'une amende administrative à un citoyen étranger d'un montant de 5 000 roubles avec expulsion administrative de la Fédération de Russie.

En cas de modification des données personnelles d'un citoyen étranger (obtention d'un nouveau passeport, modification du lieu de résidence effective, nom, prénom, numéro de téléphone de contact ou modification du statut migratoire (obtention d'un titre de séjour temporaire, d'un titre de séjour ou d'un passeport d'un citoyen de la Fédération de Russie)) dans les 2 jours ouvrables, il est tenu d'en informer le Département des étudiants étrangers.

En cas de perte (endommagement) par un citoyen étranger de la partie détachable de l'avis d'arrivée (enregistrement), le citoyen étranger doit, dans les 2 jours ouvrables, en informer le Département des étudiants étrangers qui l'a enregistré à la migration, avec un passeport et une demande écrite d’une copie double de la partie détachable.

La période de séjour temporaire en Fédération de Russie d'un citoyen étranger est prolongée jusqu'à la fin de ses études. La carte de migration doit être restituée au point de contrôle situé à la frontière de la Fédération de Russie lorsqu'un citoyen étranger quitte la Fédération de Russie.

À cet égard, lors de son retour en Russie, un citoyen étranger doit suivre à nouveau la procédure d'enregistrement de la migration en contactant dans les 2 jours ouvrables le Département des étudiants étrangers auprès de l'employé chargé de l'assistance aux passeports et aux visas.

PROLONGATION DU SÉJOUR TEMPORAIRE EN FÉDÉRATION DE RUSSIE

La durée de séjour en Fédération de Russie des citoyens étrangers arrivés sous la forme nécessitant un visa est fixée par la durée de validité du visa. Un citoyen étranger est obligé de quitter la Fédération de Russie à l'expiration du visa, à moins qu'à ce moment-là il n'ait reçu un nouveau visa ou n'ait pas prolongé la validité de celui en cours. Pour obtenir un visa à entrées multiples et sa prolongation ultérieure, un citoyen étranger doit, 45 jours avant l'expiration du visa en cours, présenter au Département des étudiants étrangers:

• copies de toutes les pages d'un passeport valide;

• copie du visa valide;

• copie de la carte de migration;

• 1 photo 3x4;

• partie détachable du formulaire de notification d'arrivée (enregistrement);

• reçu de paiement de la taxe d'État d'un montant établi (1 920 roubles).

La prolongation du séjour en Fédération de Russie d'un citoyen étranger ne peut être autorisée que par le Département des migrations du Ministère des Affaires Intérieures de la Fédération de Russie dans le délai fixé par la loi.

L’évasion de quitter la Fédération de Russie après l'expiration de la période de séjour entraîne l'imposition d'une amende administrative à un citoyen étranger d'un montant de 5 000 roubles avec expulsion administrative de la Fédération de Russie.

ASSURANCE MÉDICALE

Un citoyen étranger n'est pas autorisé à entrer sur le territoire de la Russie s'il n'a pas souscrit une police d'assurance médicale valable sur le territoire de la Fédération de Russie. L'absence d'une police d'assurance médicale valable sur le territoire de la Fédération de Russie par un citoyen étranger (ou un apatride) constitue une infraction administrative prévue à la partie 1 de l'article 18.8 du Code des infractions administratives de la Fédération de Russie - violation du règles d'entrée dans la Fédération de Russie.

Si un citoyen étranger ne dispose pas d'une police d'assurance médicale, il est obligé d'en demander immédiatement une auprès des compagnies d'assurance opérant en Russie. Une liste de ces sociétés est disponible sur Internet.

Important! Veuillez noter que l'assurance médicale s'applique aux cas survenus au plus tôt 15 jours après la conclusion du contrat d'assurance médicale volontaire.

EXÉCUTION D'ACTIVITÉS PROFESSIONNELLES

Les citoyens étrangers ont le droit d'exercer des activités professionnelles sur le territoire de la Fédération de Russie uniquement sur la base de permis délivrés par le Département des migrations du Ministère des Affaires Intérieures.

L'emploi illégal d'un citoyen étranger dans la Fédération de Russie entraîne l'imposition d'une amende administrative d'un montant de 5 000 roubles avec expulsion administrative de la Fédération de Russie.

 

ATTENTION!

L'ENREGISTREMENT PEUT ÊTRE DÉLIVRÉ UNIQUEMENT À L'ADRESSE DE RÉSIDENCE RÉELLE D'UN CITOYEN ÉTRANGER!

Lors d'un déplacement à l'intérieur de la Fédération de Russie, un citoyen étranger est également tenu de s'enregistrer pour la migration sur le lieu de séjour dans une entité constitutive de la Fédération de Russie (dans un hôtel, une auberge, un sanatorium, un camping, un hôpital, un appartement, une maison, une auberge, etc.), si la durée de son séjour prévu est supérieure à 7 jours ouvrables, avec suppression simultanée de l'enregistrement de la migration à l'adresse précédente.

À son arrivée, un citoyen étranger résidant à RSREU doit, dans un délai d'un jour ouvrable, présenter les documents au Département des étudiants étrangers pour sa réinscription à l'enregistrement de migration.

Les citoyens étrangers suivent les règles d'études à l'Université et les règles de vie dans les résidences universitaires sur un pied d'égalité avec les étudiants parmi les citoyens de la Fédération de Russie.

RESPONSABILITÉ DES CITOYENS ÉTRANGERS

Les citoyens étrangers jouissent de droits sur le territoire de la Fédération de Russie, exercent des fonctions et sont soumis à la responsabilité administrative et pénale sur un pied d'égalité avec les citoyens de la Fédération de Russie.

En particulier, la responsabilité administrative et pénale est prévue pour les infractions suivantes:

• infraction mineure – une violation de l'ordre public, accompagnée de propos obscènes, de harcèlement offensant des citoyens, de destruction ou de dommages aux biens d'autrui;

• violation des exigences de sécurité incendie, entraînant un incendie et une destruction ou un endommagement des biens d'autrui ou une atteinte à la santé humaine;

• boire des boissons alcoolisées et apparaître dans les rues, les stades, les places et les parcs, dans les véhicules publics et dans d'autres lieux publics en état d' ivresse;

• consommation de stupéfiants, psychotropes ou autres substances intoxicantes sans prescription médicale.

Les citoyens étrangers arrivés dans la Fédération de Russie en violation de la procédure établie pour franchir la frontière de l'État de la Fédération de Russie, qui ne se sont pas enregistrés à temps sur leur lieu de séjour, qui ont évité de quitter la Fédération de Russie après la fin de la période autorisée de séjour dans la Fédération de Russie, ou qui ont exercé des activités professionnelles illégales, ainsi que ceux qui ont déclaré des informations inexactes ou fausses lors de l'enregistrement de migration, conformément à l'article 25.10 de la Loi Fédérale « Sur la procédure de sortie de la Fédération de Russie et d'entrée la Fédération de Russie » du 15 août 1996 n° 114-FZ, se trouvent illégalement sur le territoire de la Fédération de Russie et assument la responsabilité PERSONNELLE conformément à la législation de la Fédération de Russie.

La responsabilité de ces citoyens étrangers et apatrides, ainsi que de la partie qui les accueille qui n'a pas rempli les obligations imposées par la loi en matière d'accueil de citoyens étrangers, est établie par le Code des infractions administratives de la Fédération de Russie.

L’article 18.8.1 du Code des infractions administratives de la Fédération de Russie: violation par un citoyen étranger du régime de séjour sur le territoire de la Fédération de Russie, exprimée en violation des règles d'entrée dans la Fédération de Russie, des règles d'enregistrement de migrations , l'absence de documents pour le droit de séjour (résidence) dans la Fédération de Russie, le fait de ne pas quitter la Fédération de Russie après une certaine période de séjour autorisé entraîne l'imposition d'une amende administrative à un citoyen étranger d'un montant de deux à cinq mille roubles avec ou sans expulsion administrative de la Fédération de Russie. L’article 18.8.2 du Code des infractions administratives de la Fédération de Russie : violation par un citoyen étranger des règles d'entrée dans la Fédération de Russie ou du régime de séjour sur le territoire de la Fédération de Russie, exprimée par le non-respect des dispositions énoncées dans le but de l'entrée dans la Fédération de Russie, l'activité ou la profession effectivement exercée pendant la période de séjour (résidence) dans la Fédération de Russie, entraîne l'imposition d'une amende administrative à un citoyen étranger d'un montant de deux à cinq mille roubles avec ou sans expulsion administrative de la Fédération de Russie. L’article 18.10 du Code des infractions administratives de la Fédération de Russie : l'emploi illégal d'un citoyen étranger ou d'un apatride dans la Fédération de Russie entraîne l'imposition d'une amende administrative au citoyen étranger d'un montant de deux à cinq mille roubles avec ou sans expulsion administrative de la Fédération de Russie. L’article 19.27.1 du Code des infractions administratives de la Fédération de Russie : la présentation d'informations sciemment fausses ou de faux documents par un citoyen étranger ou un apatride lors de l'enregistrement de migration entraîne l'imposition d'une amende administrative d'un montant de deux à cinq mille roubles avec ou sans expulsion administrative de la Fédération de Russie.

 

The Diploma Supplement is a document  providing a standardised description of the nature, level, context, content and status of the studies completed by its holder.

Diploma Supplement is filled in the English language. It provides description of the qualifications, Russian education system, student's academic performance. The student workload is reflected by the ECTS credits.

 Diploma Supplement

Effective creation of the modern system of Radio-technical education provides process of the society with qualified staff of informatization. It largely depends on the government support of high technologies. It can be considered as one of the key factors in the development of large-scale information and communication technology as a guarantor of security of the country.

1. General provisions

1.1 The persons who have a PhD degree are accepted to the doctoral department. Preparation of doctoral students is carried out on a basis full-time. Doctoral training period must not exceed 3 years. 

Main research 

• creation of advanced radio engineering, information and telecommunication devices and systems;
• mathematical development, software and hardware for computer systems and signal processing systems, images, and fields;
• development of new information technologies and management practices for the scientific, technical and socio-economic spheres;
• development of physical principles, design systems and technologies for the creation of electronic and microelectronic devices and instruments.

 

2. Reception of documents.

2.1 Applicants must submit to the department of doctoral studies the following documents:

• application to the Vice-rector of RSREU (Annex 1);
• copy of the diploma of graduation;
• personal piece of accounting personnel;
• detailed plan for preparing for the doctoral dissertation;
• list of published scientific works and inventions;
• conclusion of the Department (Section) on whether admission to the doctoral department;
• Identity document and diploma on PhD degree are presented personallyin the institution of doctoral candidacy.

  

Documents should be submitted to the institution of doctoral candidacy before June 1 of the current year in folder.

3. Admission to the doctoral studies.

3.1 Admission to the doctorate studies is carried out by the order of the vice-rector of research work on base of the advice of the relevant department and the decision of the Academic Council of RSREU.

3.2 Persons enrolled to the doctoral department, receive release from their posts in accordance with the labor legislation of the Russian Federation. Scholarship to on the budget basis is paid from the date of enrollment, but not before the date of dismission from a previous post.

3.3 Persons who have completed training at doctoral studies, are not transferred to a researcher for the preparation of their doctoral thesis.

3.4 Preparation of doctoral students over the admission quotas are under contracts with the tuition paid by individuals or legal persons.

Documents required for admission to the doctoral studies 

      Applicants for RSREU doctoral studies must submit to the department of doctoral studies the following documents:

• application for admission to doctoral studies to the Vice-Rector of Research RSREU (Annex 1);
• copy of the diploma of graduation;
• personal list of accounting personnel;
• detailed plan for preparation of the doctoral dissertation;
• list of published scientific works and inventions;
• conclusion of the Department (Section) on whether admission to the doctoral program;
• Identity document and diploma on PhD degree are presented personally in the institution of doctoral candidacy.

 

Documents should be submitted to the institution of doctoral candidacy before June 1 of the current year in folder.

Preparation of theses in the form to get the degree of PhD or the Doctoral degree

1.General provisions. 

1.1 Applicants PhD degree may be persons with higher education.

1.2 Competitors doctoral degree may be a person, who holds a PhD.

1.3 Applicants working on dissertations are attached:

- To work on his thesis and candidate examinations - for a term not exceeding 3 years;

- For the preparation and delivery of candidate examinations - for no more than 2 years

The total period of attachment does not exceed 5 years.

1.4 Attaching the candidates to work on a doctoral thesis is carried out for a period not more than 4 years.

1.5 Attaching the candidates for the preparation of Phd doctoral dissertationare in the field of post-graduate studies and doctoral studies.

2. Reception of documents.

2.1 To be admitted the applicant shall submit the following documents:

• application to the vice-rector for research work;
• personal form;
• copy of the diploma or a copy of diploma conferring the degree of candidate of sciences;
• certificate of candidate examinations;
• list of published works.

 

2.2 For those who have higher vocational education abroad should submit appropriate diploma and the certificate of its equivalence issued by the Ministry of Education.

2.3 Diploma of higher education, diploma conferring the degree of candidate of sciences and passport must be presented personally.

2.4 Acceptance of documents is carried out at the same time frame as in the postgraduate and doctoral studies. 

3. Applicants

3.1 Admission to the applicants is carried out by the order of the vice-rector for research work on the basis of signed contracts with payment of the cost of training by individuals or legal persons.

Ph.D., postgraduates exams

According to the Regulation «On the training of scientific and pedagogical staff in the system of postgraduate professional education in the Russian Federation» Postgraduates examinations are part of the attestation of research and scientific - teaching staff. The purpose of the exam is to define the degree of professional knowledge of the applicant, the level of preparedness for independent scientific - research work.

Postgraduates examinations is obligatory in order doctorate degree is awarded / PhD exams are conducted on history and philosophy of science, foreign language and special discipline.

Postgraduates examination in special discipline is conducted under the program, which consists of two parts: a typical program – minimum related to the speciality for the special and additional program developed by the relevant department.

All necessary educational materials for preparation to the exam on specialty can be found at the respective departments.

Postgraduates examinations are conducted according the resolution of the examination committee with the help of cards or without cards. Knowledge degree of applicants is assessed as «excellent», «good», «satisfactory», «unsatisfactory».

Repeated pass of postgraduate examinations in one session is not allowed.

Ph.D. exams in a foreign language, and history and philosophy of science are held from June 1 to June 30 (summer session) and from November 1 to November 30 (autumn session). Date and time of the examinations are determined by the order of the rector of the University.

In 2007 she graduated from the Ryazan state radio engineering university specialty " State and municipal management ".  Since 2007 works as the teacher at the department.  In 2010 she received a candidate's degree.  Now works as the associate professor of the state and municipal management and the economic theory department.
